"From H. H. White and other residents and property owners in the vicinity of Camelia street and Stannage avenue protesting against the sale of property in their neighborhood to Orientals, President Bartlett informed the protestants who were present, that the Council was without jurisdiction to act and that the only thing that can be done is for the property owners to arouse public sentiment in the hope of stopping such sale."
